Sustainable Community Strategy for Cornwall

The current Sustainable Community Strategy was approved by the Cornwall Strategic Partnership and Cornwall County Council in the Autumn of 2008. This document is available to download opposite. A major, wide-ranging review of the Strategy is underway which will continue throughout most of 2010, and further information about this will be posted on this website shortly. In July 2009, the newly constituted Cornwall Strategic Partnership agreed to focus on 4 priority areas from the Sustainable Community Strategy. You can find out more about these on the Home Page.

Structure of the Strategy 

The Strategy in Cornwall has developed as a suite of documents, all of which are available to download from this website. They are:

  1. The overarching Sustainable Community Strategy document
  2. Appendix 1: The Local Area Agreement - a three year plan for delivery with indicators and targets
  3. Appendix 2: Issues Reports - these outline in more detail the issues Cornwall needs to tackle to become more sustainable. Follow the link on the left to download these reports.
  4. Appendix 3: Evidence Report - this is the background analysis of the evidence on which the strategy is based
  5. Appendix 4: Quality of Life report 2007 - this was an important part of the evidence base
  6. Appendix 5: Methodology - this details the process that was followed to develop the Strategy and in particular, the consultation which took place.

What is it and why are we doing it?

A Sustainable Community Strategy sets out what is important for quality of life and what can be done to protect or improve it in a way that is sustainable. It articulates community needs and aspirations and provides a framework to co-ordinate the actions of public, private, voluntary and community organisations to respond. Cornwall County Council has a legal responsibility to prepare a Sustainable Community Strategy in collaboration with the Cornwall Strategic Partnership.

The Sustainable Community Strategy for Cornwall therefore:

  • Sets the strategic objectives for the "big issues" for Cornwall
  • Is long term - effective until 2028 
  • Considers all aspects of quality of life for all of Cornwall's residents now, and in the future

What information is it based on?

An analysis of social, economic and environmental trends over time provides evidence of need, and identifies opportunities and constraints within which we will have to work. The Evidence for each strategic issue identified, upon which the current strategy was based, is available to download, together with the Strategic Issues report. The challenge has been to develop a Sustainable Community Strategy for Cornwall by focusing on integrating social, economic and environmental issues and by tackling the longer-term and global impacts on communities. Impact appraisals were carried out on the draft strategy. These are available to download from the right hand menu.

How does it fit in with other policies and strategies?

The Sustainable Community Strategy is the overarching strategy for Cornwall; it aims to address the issues which cannot be resolved by one organisation alone. It needs to therefore link to other strategic policies including:

  • Regional Spatial Strategy
  • Regional Economic Strategy
  • Council Plan
  • Local Development Framework
  • Children and Young People's Plan
  • Cornwall Housing Strategy
  • Local Transport Plan  
  • Local Delivery Plan for Health
  • Health & Wellbeing Strategy

Over time, as the strategic policies listed above are reviewed, they will be even more closely aligned or integrated with the Sustainable Community Strategy, to produce one single, long term vision and strategy for Cornwall.
