Our Local Compact For Working Together In Cornwall

What is the Cornwall Compact?

The Cornwall Compact is the local version of the national agreement between Government and the voluntary sector that sets out how the two part­ners should work together for the greater good of society. Cornwall Strategic Partnership is the body responsible for drawing up and maintaining the agreement. The aim is to enable the public and voluntary sectors to 'work in ways that are mu­tually beneficial and which contribute more fully and effectively to the wellbeing of communities in Cornwall' (Cornwall Compact 2010, p.5).

The Compact follows a number of shared principles which include:

  • Openness
  • Honesty
  • Objectivity
  • Consistency
  • Responsiveness
  • Integrity
  • Leadership
  • Equality
  • Accountability

How did it come about?

In 1998, 'Compact - getting it right together' was presented to Parliament with the aim of improving the relationship between National Government and the third sector. From this, many Regional and Local Compacts were introduced. Cornwall introduced its first Compact in 2005 which was then refreshed and endorsed, after consultation, in July 2010. This Compact acknowledges the contribution already made by the third sector and the contribution it continues to make through consultation, participation and partnership working.

Included within the Cornwall Compact are seven Codes of Good Practice:

  1.  Policy and Development – participation and consultation
  2.  Commissioning, Funding and procurement
  3.  Learning and Skills
  4.  Equality and Diversity
  5.  Community Groups
  6.  Volunteering
  7.  Mediation

What can the Compact do for me?

The Compact framework is designed to:

  • Improve relationships with better partnership working between organisations
  • Help you find out what others are doing by information sharing
  • Help make funding arrangements clear and fair to all
  • Save money and time
  • Promote inclusion and equality
  • Encourage clear communication
  • Help focus on better outcomes for individuals and communities
  • Offer support and assistance if things go wrong between the sectors
