Cornwall Migrant Worker Group

Cornwall has taken a pro-active approach to supporting its Migrant Workers and ensuring community cohesion. Work has been directed by the Cornwall Strategic Partnership and The Cornwall Migrant Workers Group has developed ensuring all partners and issues are included. Inclusion Cornwall has facilitated and driven this work.

Cornwall has experienced a significant growth in Migrant Workers since 2004. This change has brought about tensions that need to be understood and planned for by all partners. Migrant Workers are susceptible to exclusion, discrimination and exploitation due to language barriers and a lack of local knowledge.

The Multi-agency Cornwall Migrant Worker Group aims to integrate Migrant Workers, eliminating social exclusion by addressing equality of access to key services including, education, skills and training, employment and housing.  The Migrant Worker Group works to ensure that:

•     Cornwall employs an ethos of tolerance, understanding and inclusivity around Migrant Workers
•     Migrant Workers are welcomed and receive appropriate
 support and information on how to access services
•     Knowledge of Migrant Worker issues in Cornwall achieves sign up at the highest level, and across sectors
•     Local intelligence on the Migrant Worker population is extended and updated
•     Good practice is shared across sectors, both statutory and voluntary and community sector


The group is effective because it provides a proactive forum for local knowledge, whilst also working strategically to resolve issues and constantly maintaining strong links with the communities and local areas within which partners work. Consultation and participation has been at the heart of the partnership, both with each other and most importantly with Migrant Workers. Local knowledge, fed in through this joined up approach and led by Inclusion Cornwall, has resulted in the proven delivery of many successful initiatives for Cornwall's Migrant Workers:

•     Produced and launched the 'Welcome to Cornwall' Migrant Worker Welcome Pack
•     Research to provide a clear platform of knowledge

•     Frontline Awareness Training Pilot
•     A dedicated Cornwall Local Area Agreement Outcome for Migrant Workers
•     Action Plan covering training, accommodation, rights, welfare, skills and learning and employment
•     Production and implementation of the Responsible Employers scheme for Migrant Workers
•     Developed Translation and Interpretation Policy
•     Developed and held two successful Conferences 2006 and 2007
